Is the God of the Old Testament a malevolent bully?

The debate on the moral challenges posed by the Old Testament is in danger of creating a stalemate between Christians and atheists. But is it possible to re-interpret our personal view of God, as seen in the Old Testament - the God Dawkins describes as a “capriciously malevolent bully”?
Do atheists, including Dawkins, interpret such events as a duality of His intentions rather than an overarching love? Does Dawkins’s atheism allow for the differentiation between humanities’ finite understanding and that of God’s? Is it simply that having faith is to believe in what we cannot understand, because we are only able to see what He has revealed to us?
