Are We Allowed To Hand Out Tracts?

Last month, Christians from 10 local churches in Gloucester took to the streets to give out tracts. However, council staff stopped them, saying that it 'breached' their by-laws.
After the Christian Legal Centre threatened to take action, the council apologised. Andrea Minichiello Williams, CEO of the Centre, was delighted by this 'victory for free speech.'
She added that the gospel is about freedom, and that having freedom to talk about Christ was a real victory.
